GIMPLE_BIND <VARS, BLOCK, BODY> represents a lexical scope. VARS is the set of variables declared in that scope. BLOCK is the symbol binding block used for debug information. BODY is the sequence of statements in the scope.

The SUBCODE field can be used for tuple-specific flags for tuples that do not require subcodes. Note that SUBCODE should be at least as wide as tree codes, as several tuples store tree codes in there.
